Obito wanted to create a world where Rin was alive and happy, and for that, he needed to start the Project Tsuki no Me and cast Infinite Tsukuyomi over the entire populace. Even though Obito decided to help the Shinobi Alliance towards the end of his life, he ended up dying at Kaguya's hands and passed on his hopes of becoming the Hokage to Kakashi Hatake and Naruto Uzumaki.

Sasuke Uchiha was a major antagonist in the story right up to the climax of the Fourth Great Ninja War, where he talked to the four Hokage and decided to protect the village after all. Although Sasuke did help the Shinobi Alliance against Madara Uchiha and, later, Kaguya Otsutsuki, he also declared his goal of becoming the Hokage to everyone.

To Sasuke, it didn't matter if the village acknowledged him or not; he planned to become a Kage nonetheless. His version of Hokage was to become a villain for the entire world to fight against, thus uniting them by fear.

Thankfully, Sasuke lost his final battle against Naruto Uzumaki , and decided to follow his way of attaining peace instead. Madara was responsible for the creation of Konohagakure, along with Hashirama Senju. In fact, he was the one to come up with the name "Konohagakure. Hashirama wanted him to become the First Hokage; however, Tobirama decided to intervene made sure that never happened.

Knowing that Hashirama was a favorite among the villagers, Tobirama counted on the people choosing his brother, which is exactly what happened. Naruto can handle Pain. Even if it did need me, why should I want to help it? With him gone, the toads will be looking for a new sage. I'm assuming Naruto is training with them, which means when he gets back he'll be much stronger than he was before. You, at the very least, have a chance to beat Pain.

Danzo is the kind of guy who would let the village soften Pain up first, and THEN jump in at the end with about a hundred of his Root goons, and either finish Pain off Tbh, I don't think Kishi thought it through; Danzo murdered that messenger toad to keep Naruto away from Pain, but Naruto showed up anyway and Pain almost captured his ass while Danzo did jack shit about it.

Just chalk it up to Danzo being evul I guess. Probably hoped Pain would destroy the village and kill the Hokage so he could take over and rebuild it. Actually, that fits exactly what his motive would be. Tsunade, like Hiruzen, is exactly the type to confront Pain as soon as she can And Danzo did temporarily become Hokage during her recovery. A better question is how come he was allowed to become the Hokage with no questions asked after he disappeared to his hideout when the village was in danger.

Because he has shisui eye.. There was no Hyuuga in that meeting.. The better question How many Hyuuga does exist. Because we only saw 7 or 9 through out the manga.. Because seriously 1 Hyuuga using his eye in the village would practically foil any secret anyone had..

For anyone, this should've been the perfect opportunity to attack the village and capture the Jinchuriki of the Nine-Tails. Instead of sending Itachi and Kisame, Pain should've gone to the village himself and retrieved Naruto. While it was true that Itachi prevented that, Pain was ultimately the Akatsuki's leader who could've done whatever he wanted. When Pain attacked Konohagakure, he killed quite a lot of its citizens despite Tsunade Senju doing her best to save as many lives as possible.

After he lost to Naruto, however, he decided to give up his life to resurrect those he killed. Rinne Tensei being used to bring multiple people back to life doesn't make much sense as he was only giving up one life in exchange for hundreds, if not thousands. In fact, Konan claimed that he could've survived the jutsu if he had more chakra, which simply doesn't make sense.
