Maybe you just don't have enough stuff to do? Set some stuff at every workshop to repeat, make extra workshops, make bigger farms, expand everything you want them to work on and they'll probably work on it.
Everyone atuomatically collects food from the farms as long as there is a food stockpile to put it in, unless your game is bugged, in which case it would be safer to just download a newer version of the game. Press t to have a look in your workshops to see if they are actually creating the goods but just not putting them where you want them to go.
When unsure, create stockpiles. They will leave plants to go rotten if there isn't a food stockpile on your map, at which case they'll put them in the refuse pile. Conan Bay Watcher I'm running out of stone!
A shortage of stockpile room might be it. Another issue of concern is accessibility. Did you forbid the doors? Are they restricted to a burrow? Usually, I just tell my miners to go dig some more so they can quantum stockpile more stone.
